SMS cost `logins × (1 + SMS resend rate) × SMS rate` Every resend is another paid message. WhatsApp cost `logins on WhatsApp × (1 + WhatsApp resend rate) × WhatsApp rate + the rest by SMS` People not on WhatsApp get the code by SMS.
